Richelieu is the son of the great Deslauriers' family. While based primarily in France, they have influences all throughout the world. They are a family whose wealth centers in the building and selling of private militaries. Three of the largest militaries are their own. They have varied smaller ones that go out for grunt work calls, only giving out the top three to the highest bidders for rent. They have strong connections with several New Zealand families in the money and arms trades to supply their troops, and while they may not be as big and powerful as the theia families of New Zealand and Siberia, they are the most likely to hold their own through brute strength and WMDs alone.
Reckless. Dangerous. Bold. Richelieu is many things, but subtle, he is not. While he can, on occasion, blend in the background and forge himself a phantasm like persona, his true self tends to seep through the cracks of his visage eventually, and then the possibly half-crazed lunatic emerges. He has no fear of death. Not for any theological reason, but for the fact he thinks he is immortal. He has every reason to believe so. Nothing has killed him yet. Nothing. When he was small, one of the many jealous wives of his father tried to poison him with homemade cyanide gas. He lived through it. When he was ten, he was hit by a car. Even with his lung pierced in five places, he pulled through. Bullet to the head. Shark attack that shaved his leg off. Explosion. Eight story fall. He survived one too many, because he is now damaged psychologically for life. He now will test the limits of the human body just to see if it will kill him. If someone says something is too dangerous or it might get him killed, he throws his hand up in the air. "I volunteer as tribute." The more danger, the more thrilling it is for him. It's not that he necessarily wants to die. He just wants to know if he actually can. It doesn't help that he is a manic. The obsessions, the compulsive behavior: it just makes him all the more ridiculous with the things he will go through just to 'see what will happen'. He is not stupid though. Shocking. He's actually very smart and knows his way around negotiations and business. He has to. It's required if he wants to get his armies hired out for profit. He is one of the top sellers in his family, having worked and trained extensively with his own men to know each individual's strengths and weaknesses, giving him a high advantage when making a sale. He often goes off with them on tours when he can. He likes working with his men in the worst of places. He is not inherently evil or anything. Killing people is not the end goal. It's completing missions and celebrating victories that he likes about it. Killing is just icing on the cake.
Richelieu is a people person. He aims to please, but not just everyone. He understands that there are dumb masses of sheep, and those are too easy to entertain, predict, and manipulate. They're boring to him, so he mostly ignores them. He actually does not look down on anyone and respects the lives of even dumb sheep. But they just do not interest him the way others do. And after several years of practice, he has gotten very good at picking out the others. The saviors and the slaughterers. Those are the other two types of people, and these he likes the most. They are on a whole other level than dumb sheep, but they separate themselves by a rather distinguished line. The saviors use their intelligence and higher levels to guard each other and the sheep. The slaughterers though. They are the tricky ones, and really, Richelieu sometimes plays around with them more than the rest. These men have no qualms with taking life. They are selfish and greedy as they are unpredictable. They crave danger like him, wether it be danger from the government, danger from the saviors, or danger from themselves. They are all alone as they tread on the lesser to become greater. That's not to say he likes the evil ones more than the good ones, he just finds them more interesting since they are more like him. And really, Richelieu neither thinks of himself as good or evil. He will let history decide that.
